Finland’s Gambling Market Reform: What Is Set to Change?
Finland currently operates a state-controlled gambling system, with state-owned operator Veikkaus holding exclusive rights to offer gambling services across the Nordic country.
However, this arrangement will change on 1 July 2027, when Finland opens its online gambling market to licensed private operators. Veikkaus will also compete in the new online market. Nevertheless, it will retain exclusive rights over land-based gaming machines, lotteries and scratch cards.
The country will also introduce a new regulatory structure. Currently, the National Police Board handles gambling licence applications and oversees the sector. However, a newly established authority, known as the Supervisory Agency, will take over regulatory oversight when the new market launches.
Finland’s Gambling Market: Key Facts and Opportunities
Finland presents an attractive opportunity for gambling companies seeking to enter a newly regulated European market. The country has one of the highest gambling rates per capita globally. Moreover, political support for opening the online gambling sector remains strong.
This approach contrasts with the wider European trend towards tighter gambling regulations and higher taxes.

Meanwhile, industry stakeholders, including operators, legal professionals and market experts, have expressed broad support for Finland’s proposed regulatory framework.
Major gambling companies are also preparing to enter the market. For example, Wildz Group has outlined ambitious expansion plans. Its CEO recently told iGB that the company plans to launch 11 brands in Finland. Additionally, it intends to apply for more licences after securing its first approval in October.
Despite Veikkaus’ existing monopoly, Finland has a substantial grey online gambling market. International operators can currently serve Finnish customers, provided they do not actively target or advertise their services to local residents.
According to H2 Gambling Capital estimates, Finland’s gambling market could generate approximately €1.9 billion in gross gaming revenue (GGR) in 2026.
Veikkaus generated €931 million in GGR in 2025. However, this figure represents a significant decline from the €1.8 billion it recorded in 2017.
Furthermore, Finland’s gambling channelisation rate currently stands at an estimated 50%, compared with approximately 90% a decade ago. This decline remains one of the key factors driving the government’s decision to introduce competition into the online gambling market.
What Does Finland’s New Framework Mean for B2B Suppliers?
Finland’s new framework will initially allow licensed gambling operators to choose their preferred B2B technology and service providers. However, operators must ensure their suppliers help them meet the requirements of the revised Gambling Act.
From 1 July 2028, B2B suppliers will need authorisation from the Supervisory Agency before providing services to licensed Finnish gambling operators.
Meanwhile, applications for B2B software licences will open in July 2027. This will give technology providers time to prepare for entry into Finland’s regulated gambling supply market.
