Dutch Gambling Authority Raises Concerns Over 711 Withdrawals.

The Dutch Gambling Authority (KSA) warned online operator 711 on 9 October 2026 after finding that some customers had to wager deposited money before they could withdraw it. The requirement applied to customers who used payment methods other than a standard bank account.

711 told the regulator the measure was introduced to help prevent money laundering. The KSA said wagering requirements are allowed only when tied to a bonus and when strict conditions are met. It described the operator’s approach as undesirable:
“We find 711’s working method very undesirable and therefore immediately entered into discussions with the company,” the KSA said. “When someone wants to withdraw their deposited money, that credit must be repaid immediately. Gambling companies may not impose structural conditions that prevent such a direct payout.”

Operators are expected to return customers’ funds as quickly as possible. The KSA can allow a delay when a money-laundering investigation is needed, but says it must be kept to a minimum. Funds cannot be routinely withheld while customers are required to gamble.

711 Revises Its Process

The KSA said operators must not require customers to wager deposited funds before withdrawing them more than once. After discussions with the regulator, 711 introduced measures aimed at preventing the practice from recurring. The company also clarified that customers who did not wish to gamble could request a refund to their original payment method. The KSA said it had previously informed licensees of the rules governing wagering and withdrawals.

The regulator announced no further action over this warning, but said repeat violations could result in sanctions. In June 2026, 711 was ordered to pay €886,000 for failing to meet its duty-of-care obligations. That order followed an investigation into 10 player files.
