PlayCity Unveils Government-Backed Platform to Track All Gambling Transactions

Ukraine’s PlayCity has entered the pilot phase of a groundbreaking initiative: a state-operated Online Monitoring System (DSOM) designed to oversee the country’s licensed gambling sector. This new platform aims to monitor player and operator activities across licensed operators, marking a significant step toward modernizing gambling regulation in Ukraine.
The regulator outlined its objectives for DSOM, emphasizing the importance of obtaining a comprehensive operational overview of the market. “The goals for the platform include gaining a comprehensive operational view of the market, to improve tax compliance and enable data-driven supervision in Ukraine,” they stated in an official update this week.
Currently, 11 licensed gambling operators have been integrated into the system on a trial basis, signaling progress in the digital transformation of gambling oversight. DSOM functions as a centralized transaction-monitoring platform, capable of capturing and consolidating betting data in near-real time. It records critical actions such as bets placed, returns, and payouts each transaction assigned a unique, tamper-proof identifier to maintain data integrity.

The platform is specifically designed to handle transactional data, processing up to 10,000 transactions per second. While it tracks individual user transactions within the gaming environment, authorities confirmed that it does not collect personal player data, nor does it monitor funds after they leave the gaming platform. The regulator highlighted that the primary aim of DSOM is to develop a clear, operational view of the market, while also strengthening tax compliance and fostering data-driven regulation.
PlayCity noted that the State Tax Service will have access to the data collected, helping it accurately calculate gross gaming revenue (GGR) and relevant taxes, including the military levy and personal income tax. Data security is a priority; the system’s architecture is designed to prevent “overwriting” of transaction records, ensuring the integrity of the data. DSOM features two interfaces: an internal portal for regulatory agencies and an external one for gambling operators. New licensees will gain access once they secure a gambling license, with their details registered within one business day.
Gambling was legalized in Ukraine in 2020. Following this, PlayCity assumed the role of the primary state regulator for gambling and lotteries, after transferring functions from the now-dissolved Commission for the Regulation of Gambling and Lotteries (KRAIL) in April 2024. The dissolution was prompted by delays in licensing issuance and regulatory inefficiencies. This pilot initiative arrives just a month after PlayCity introduced a new online complaints system aimed at expediting reports of illegal gambling advertising. In related news, a Kyiv city court convicted three men on Monday for operating an illegal gambling scheme disguised as a legitimate business, illustrating the ongoing efforts to combat unregulated gambling activities.
