Ukraine Takes Steps to Regulate and Formalize Lottery Industry

Ukraine has reached a significant milestone in its efforts to reform the national lottery industry by successfully concluding an open competition to license operators. This development signifies a strategic move to transition from a period of regulatory ambiguity, spanning over ten years, to a well-regulated market under transparent oversight. The results of the open licensing process revealed that three companies MSL, Patriot, and Ukrainian National Lottery met the updated licensing and compliance standards and were selected as winners. These operators are authorized to conduct lottery activities until at least 2029, establishing a clear framework for legal operation.

Post-competition, the chosen entities have ten days to submit formal license applications. Upon approval, they will have another ten days to pay an annual fee of UAH 24.2 million. The new licensing conditions mandate electronic reporting, the use of QR codes for verification, and uniform operational rules to ensure fairness and accountability. These measures aim to secure consumer rights, ensure transparency, and provide stable revenue streams for the government.

Despite this progress, authorities recognize the necessity of legislative amendments to fully institutionalize the reforms. The current licensing validity is limited to the duration of martial law plus one year, with a minimum of three years, diverging from the standard ten-year licenses. Proposed legislative changes will address outdated laws, enhance enforcement powers, and develop a balanced tax framework to support market legalization.
