Swedish Court Overturns Fine Against RoarVegas

Sweden’s Administrative Court has nullified an SEK 8 million fine levied against online gambling operator RoarVegas for alleged duty of care shortcomings. Swedish Court RoarVegas
The penalty was originally imposed in March 2025 by the Swedish gambling authority, Spelinspektionen, following an investigation that revealed three players showed signs of problematic gambling during the first quarter of 2024.
While the investigation acknowledged that RoarVegas recognized the risky behavior and acted accordingly, it was noted that the operator should have intervened earlier.
RoarVegas contested the fine, asserting that although the duty of care requirements are comprehensive, they remain somewhat vague. The company explained that the regulations specify the parameters the licensee must consider but do not specify how to prioritize them. They also noted that while there are measures in place for responsible gambling, the rules do not define specific thresholds or deadlines for intervention.

On June 12, the administrative court issued its ruling, concluding that RoarVegas had fulfilled its duty of care obligations. The court recognized that the three players did show signs of excessive gambling at certain points during the period in question but also acknowledged that the company acted promptly to intervene.
The court further clarified that the duty of care outlined in the Gambling Act is sufficiently clear to enable sanctions to be applied only in cases of evident and significant violations. It determined that RoarVegas had not breached its duty of care in any such manner. Swedish Court RoarVegas
