Sweden: Gambling Revenue Edges Up in Q2 as Regulator Seeks New Leadership
Sweden’s gambling sector experienced a modest uptick in the second quarter of 2025, with total revenue reaching SEK7.02 billion. According to official data, the three-month period ending in June saw a year-on-year growth of 1.9%. When compared to the previous quarter, this figure represents a 5.9% rise, indicating a steady, if modest, upward trend in the Swedish market.
Online gambling continued to be the dominant revenue driver, encompassing internet-based casino games and sports betting. This segment alone generated SEK4.63 billion, marking a 1.4% increase compared to last year. The growth persisted despite challenges faced by the sports betting sector, which was influenced by tough comparisons with the same period in 2024. Notably, the early stages of football’s Euro 2024 contributed to heightened betting activity in Sweden during this period.
Offline, state-operated lottery and slot machine revenues also registered impressive gains, totaling SEK1.42 billion—up 10.2% from the previous year. This segment outpaced all others in growth, reflecting robust consumer engagement.
In contrast, revenue from lotteries designated as ‘gaming for public benefit’ declined by 5.3%, bringing in SEK846 million. Meanwhile, bingo games under the same category maintained stable revenues at SEK49 million, matching last year’s figures. Additional income was generated from land-based commercial gaming, including restaurant casinos, which contributed SEK63 million.
The final segment of revenue, SEK8 million, stemmed from the concluding weeks of activity at the last Casino Cosmopol venue. Svenska Spel had announced the closure of its physical casino operations in April, shortly after the Swedish government voted to phase out land-based casinos altogether, effective from January 1, 2026. Although legally permitted to remain open until the year’s end, the Stockholm venue closed earlier following a change in ownership directives.

In corporate leadership news, Spelinspektionen announced that Camilla Rosenberg will depart from her role as director general on October 31. She will assume a new position as director and head of the Swedish Real Estate Agents’ Inspection Authority. Rosenberg has held her role since 2017, guiding the regulator through significant market transformations.
Spelinspektionen Chairman Claes Norgren expressed gratitude: “I would like to thank Camilla for her meritorious work at Spelinspektionen during a time of profound changes in the gambling market.
