Spain’s Gambling Regulator Drafts 2026–2030 Safe Gambling Reforms and Revamps Advisory Council

The Directorate General for the Regulation of Gambling (DGOJ), operating under Spain’s Ministry of Social Rights, Consumer Affairs and Agenda 2030, has taken significant steps towards shaping the country’s gambling landscape. Thursday marked the inaugural session of the newly reconstituted Responsible Gambling Advisory Council, signaling a renewed commitment to responsible gaming policies. Following the conclusion of the previous council’s term last May, the organization’s membership was refreshed, bringing in a diverse group of experts and representatives. The session was led by Mikel Arana, the Director General for the Regulation of Gambling, who also serves as the Council’s President.

The revamped Council emphasizes inclusivity, featuring professionals from various sectors—including the General State Administration, Autonomous Communities, and specialists from scientific, health, and academic fields involved in gambling disorder research. Representatives from gambling sector institutions also remain integral to the council’s makeup.

A key highlight of the meeting was the presentation of the draft Safe Gambling Program 2026–2030. This strategic document charts the course for the next four years, setting out policies, priorities, and measures aimed at fostering safer gambling environments.

Notably, the DGOJ has recently taken action against illegal gambling activities, penalizing 14 operators for unauthorized wagering within Spain’s jurisdiction.

The draft program revolves around three central pillars: conducting a thorough analysis of the current gambling scenario, advancing prevention measures and promoting responsible gambling practices, and enhancing protections for participants. To support these goals, the document also details six main objectives and twenty-two specific initiatives designed to encourage collaboration with the Advisory Council.

Over the next three months, the Council will review the draft, offering feedback and suggestions. The aim is to reach a consensus that will culminate in the approval of the final version at the upcoming session.
