Romania Blacklists 30 Unlicensed Gambling Sites in Major Crackdown
Romania’s National Office for Gambling (ONJN) has taken decisive action by blacklisting 30 unlicensed gambling websites, mandating local internet providers to block access within a fortnight. This move underscores the country’s intensified efforts to regulate its gambling market amid mounting concerns over oversight lapses. Romania unlicensed sites blacklisted.
The newly blacklisted sites include various online casinos and betting platforms, such as wazbee.casino, jacktop.com, and multiple “nv” branded domains (nv5.casino through nv93.casino), as well as roostake.com and several ybets platforms. Many of these operators are international brands or lesser-known entities targeting Romanian players without the necessary local licensing or payment of applicable fees.Romania unlicensed sites blacklisted
As part of the directive, Romanian ISPs are required to redirect traffic from these sites to a designated ONJN IP address within 15 days of receiving notice. The agency’s General Directorate for Computerisation and Monitoring of Gambling will notify all authorized electronic communication providers within 48 hours.

Operators affected by this crackdown have the right to challenge the blacklist by submitting administrative appeals within 30 days through the Bucharest Court of Appeal.
This enforcement coincides with increased regulatory scrutiny following recent reports highlighting significant oversight failures. The Court of Accounts (CCR) earlier this year revealed that between 2019 and 2023, an estimated RON 3.6 billion (close to $1 billion) in licensing and authorization fees may have gone unreported and unpaid. These revelations have fueled political debates and calls for tighter regulations, including discussions around imposing limits on gambling expenditure for players.
