Finland Implements Gambling Risk Limits in Preparation for 2027 Market Launch
Finland’s health authorities have rolled out a set of updated gambling risk guidelines as the nation gears up for the launch of its fully regulated iGaming market in 2027. These new measures emphasize spending caps, frequency controls, and tools for players to assess their own habits. The Finnish Institute for Health and Welfare (THL) has established a straightforward set of risk limits to help players manage their gambling activities responsibly. Central to this is the “2-4-2” model, which sets out recommended boundaries for gambling behavior. According to this model, players are encouraged to limit their spending to no more than 2% of their net income. It also recommends gambling on no more than four days each month, and avoiding regular play across more than two different game types.
In addition, THL has launched a self-assessment questionnaire designed to help players scrutinize their gambling patterns. This tool is intended to identify early warning signs of risky behaviour. Recent data from Finland indicates an increase in players classified as moderate or high risk, highlighting the importance of such measures.
