Dutch Regulator Penalizes YouTuber LeftlanePapi Over Illegal Gambling Content

The Dutch Gambling Authority (KSA) has taken a significant step in its ongoing effort to combat illegal online gambling promotion by issuing its first formal penalty order to social media influencer LeftlanePapi. This move underscores the authority’s commitment to curbing the dissemination of content that encourages gambling on unauthorized platforms.

According to officials, LeftlanePapi posted livestream videos showcasing online gambling activities hosted by unlicensed providers. The KSA highlighted that these videos didn’t just showcase the gambling sessions—they actively advertised these illegal operators by urging viewers to participate.

Despite receiving an initial warning from the regulator to remove the offending content within 48 hours, the influencer did not comply. The KSA clarified the consequences of continued non-compliance: “Existing content must be removed, and no new advertising may be made. If this does happen, the influencer will receive a penalty of €25,000 per violation, with a maximum of €75,000.”

This enforcement action marks the beginning of a broader crackdown. The KSA has outlined a two-step process for addressing violations: first, notifying influencers of their breach and requesting content removal within 48 hours; second, if the content remains, the regulator will coordinate with social media platforms to have it taken down. In cases of persistent violations, penalties will be applied.

The regulator’s statement emphasized the growing concern over illegal gambling content on social media: “The number of reports of influencers posting images on various social media platforms about how they gamble illegally has been increasing recently. The KSA takes these reports very seriously, because these influencers appeal to a (very) young target group with their activities. If influencers do not remove their content within 48 hours after a warning from the KSA, sanctioning action will be taken.”
