Norway Proposes New Online Poker Rules with Strict Player Limits.

Norway plans new rules for legal online poker. The proposal would let state-owned Norsk Tipping offer tournaments and cash games. The rules would also introduce strict spending limits for players.
The Norway online poker proposal sets a daily loss limit of NOK 5,000. The monthly limit would reach NOK 10,000. Players under 20 would face a lower monthly limit of NOK 2,000.
Tournament players could buy in for up to NOK 2,500. This amount would include fees. Cash game buy-ins would reach NOK 1,000. The maximum big blind would be NOK 10. The small blind would reach NOK 5.

Players could use up to four poker tables at once. Tournament players would also take a five-minute break every hour. A 15-minute pause would apply when players switch between poker and online casino products.
The Norway online poker proposal also strengthens incident reporting. Major operators must report serious incidents and deviations to Lotteritilsynet. The consultation will remain open until 29 November 2026. The proposal also updates rules for bingo and Belago funds.
