The Gambling Regulatory Authority of Ireland (GRAI) has formalized its relationship with Denmark’s regulatory body through a Memorandum of Understanding. This collaboration seeks to deepen joint efforts in overseeing online gambling operators, especially as many of these companies operate across borders and follow similar market practices.The timing of this agreement is notable, coming shortly after Ireland’s new remote betting licences took effect on July 1. Both regulators emphasized that as the gambling landscape in Europe becomes more interconnected, coordinated responses are essential to managing cross-border risks effectively.
The agreement emphasizes increased cooperation in information sharing and operational coordination. Specifically, it facilitates joint supervision of gambling operators, real-time monitoring of market activities, and coordinated enforcement actions when issues span multiple jurisdictions. Prior to signing, high-level discussions took place. Anne Marie Caulfield, CEO of the GRAI, met with Anders Dorph, Director General of Spillemyndigheden, to exchange insights on regulatory challenges and explore areas for alignment.
Both authorities highlighted the importance of this partnership in addressing the unique challenges posed by a digital-first gambling environment. Because online gambling businesses often operate in several countries simultaneously, regulators face recurring questions about compliance and oversight across borders. This shared understanding underscores the need for strengthened links, which are expected to facilitate more effective regulation when market practices or operator activities extend beyond a single nation.

The timing of this cooperation coincides with Ireland’s rollout of a new licensing framework under the GRAI. As of the beginning of this month, remote betting licences covering online and distance betting channels are officially in effect. Ireland plans to introduce additional licence types over the next two years. Applications for in-person betting licences will open later this year, followed by licences for lottery operations, business-to-business services, and charitable gaming in 2027 and 2028.
