Swedish Online Gambling Industry Opposes Proposed Tax Hike

Sweden’s online gambling industry body BOS has voiced strong opposition to the government’s proposed hike in gambling taxes. The organization cautions that such a move could negatively impact the licensed sector and hinder channelisation. The Swedish authorities have proposed raising the tax on gross gaming revenue for licensed operators from 18% to 22%, effective mid-2024. Officials contend that the mature state of the licensed market justifies a higher rate, which would also boost public revenue. However, critics note that the timing is questionable, given that channelisation levels are still below expected thresholds.

Data indicates that approximately 77% of online gambling activity in Sweden currently occurs within the regulated environment. Industry stakeholders are concerned that a higher tax may widen the divide between licensed and unlicensed operators. They warn that diminished competitiveness for legal operators could slow innovation and weaken consumer protections. The proposal is still under review as policymakers seek additional input.

Gustaf Hoffstedt, BOS’s Secretary General, voiced strong reservations about the proposed increase, describing it as “self harm to the country’s market.” He argued that adding financial burdens on licensed operators could weaken regulatory controls and drive more players to offshore sites. Hoffstedt emphasized that the focus should be on safeguarding consumers and improving channelisation, rather than imposing extra taxes.

He further stated that measures which make the licensed market less attractive risk undermining the objectives of Sweden’s regulatory reforms.
